As a Senior Consultant at Yuan Associates, Mr. Chen draws on his experience as a senior Navy captain and military attaché to the Embassy of People's Republic of China in the US. Mr. Chen served in the Chinese Navy for 39 years.  While in the Navy, he served as C.O. of a submarine chaser and and X.O. of a missile destroyer, and then as deputy director of the general office of Navy headquarters. He was sent to the United States twice, serving as the Navy deputy military attaché and Navy military attaché of Embassy of People's Republic of China in the U.S. for a total of ten years.

Mr. Chen studied at the PLA University of Foreign Languages in Nanjing, the Dalian Naval Academy, the Naval Command Academy in Nanjing, the China Foreign Affairs University and the PLA Institute of International Relations Nanjing.
